"White foam" around a dogs mouth during and after exercise is normal, no worries.
My Saint runs around like a maniac at the dog park and sports the foam, as well. It is very common! Next time check out other dogs who are exercising! You will see the same "foam"!

What breed of dog is it? Does it drool a lot? It is probably just drool that gets foamy when the dog pants from exercise. There are some kinds of dogs who have that tendency. If you are really worried, give your vet a call and ask if it is anyting to worry about. It probably is not a concern, just a little gross.
Some responders have indicated a concern about rabies. If your dog has his shots, this is highly unlikely. If your dog has been under your supervision without the chance to come into contact with a rabies carrier, again highly unlikely that your dog is rabid. If the condition only occurs when your dog exercises...well, rabies doesn't come and go. A rabid dog undergoes significant behavioral changes, including excitability and aggressiveness before it begins foaming at the mouth. Foaming at the mouth doesn't occur until the final stages of the disease and is due to paralyzation of the muscles of the throat and mouth.
Is your dog otherwise healthy and happy? If so, I would note this question to ask the vet on my next visit and take a rag along to wipe the dog's face when you walk so he doesn't get any on you! YUCKO

Could be rabies or it is just saliva, like one time my dog got to a possum and was foaming but it ended like 10 minutes after, it was just saliva. If this has been going on for a while with your dog then there is a possibility your dog has rabies.

If it's only when you take it for the walk, it's probably the dog's response to exercising. This is more likely to happen if the dog is overweight.
If you're really concerned, call your vet and ask the vet tech.

He should be fine that foam to him is like sweat to us. But just to be safe you might want to take him to the vet just to be sure. Good luck
