Any Nader's Raiders left out there to help fight DSL subscribers being ripped-off by Qwest?

Can anybody help me? I am hoppin mad. I paid an extra premium for "high speed" internet DSL ("up to 7 mb download speed"). When I saw no difference in my surfing speed I phoned Qwest technical. They said on regular landline they could only supply 3mb download. 3mb!? I went to a download speed test site and I am getting 2.647 mb download speed--less than their published minimum for high speed on their speed indicator. When I questioned

techs and billing about it, they said they were fulfilling their obligation because they were "providing 70% of their minimum". Oh yeah, says who?? What steps can I take against Qwest Corporation for defrauding customers and using illegal "bait and switch" tactics? Thanks.

    I'd recommend checking out Consumerist.com. They probably already have info on that issue, and they give great advice (plus real email addresses and phone numbers) for handling those types of problems.
