About buying a new road bike...?
I have an XC bike now and I want to switch from XC to road cycling. The problem here is that I'm 16 and I don't have any means of income (aside from my allowance). I can afford a sora and tiagra groupset right now and I still have a few more money. My question is that would it be okay to have a lower end frame, wheels and other parts to buy a sora or tiagra groupset?

It sounds like your thinking of building a bike. It would be be better for you, being on a tight budget, to look at used bikes. A used bike is easily the best bang for the buck. Many are in great shape as people buy them thinking they will ride a lot but they end up sitting the the basement.
As far as a build, the most import parts on a bike are the frame and wheels IMO.

Don't worry about the groupset. Just look for a decent frame and a solid, durable set of wheels. By the time you've wore out your Sora components you'll be in position to either upgrade components or move on up to the next level of bike.
Check your local Craigslist, Ebay or Roadbikescheap.com and you might even find a higher end used bike in your price range. Just make sure it's the right size.

I would not skimp on wheels, but wouldnt have any problem with you looking for a more modest priced frame. I agree that the used bike market is a great way to save some change. Maybe you can find a used bike with a good frame and start there.

Once you get past the junk components used in big box store bikes, all the Shimano components work well and reliably. Component groups should not be the reason you chose a bike. To me, the component selections are a tie-breaker when you are chosing between bikes. I would put your money into the frame first. As you get more money, you can upgrade the wheels and the components later, in that order.
