It doesnt do any good lol
the only reasons peopel whould change their IP is..
- They have been banned from something and the ban is based on the IP
- They are being attacked and if you change the IP the attacker wont be able to do it anymore.
- They are trying to get round something. IE: register more than one account on a website etc.. Fool the remote server in to thinking its a different user.
Unless your a victim of internet crime or trying to do no good. There is no need to change your IP

There are benefits to having a dynamic IP. The most obvious is it reduce your exposure on the internet. I.E. it is harder to get "hacked" by the time an exploit is discovered on your system, your address has changed. This is why it is important to use a firewall, or router. By adding the router, your external IP (the one assigned by your ISP) does not correlate directly with your computer.
The break down is this: You should never need to change your IP if you have a router. If you don't have a router... you should think about getting one.

Your question is terribly open-ended, so wide that giving you an answer is pretty much just random, but ... Yes, it is legal to change your IP address and/or to hide your IP address (although "hiding" is not really practical; that's kind of like saying you're going to hide your phone number from the girl to whom you want to give it (sort of)). (By the way, in the US, up until the past 30 years or so, the default status for pretty much any activity was "legal" unless specifically forbidden. We'd answer such questions as yours with, "It's a free country." Nowadays, the youngsters think they have to ask permission of their government to do anything. Sad.)
