Hello Andrew. If you can prove fictious complaints and frivolous actions, you definetely have legal grounds for a law suit.

Get the statements from the city inspectors, find yourself a good civil litigation attorney, lay it all out on the line and show them in court what it means to someone when you file complaints that are groundless for harrassment purposes.

I didn't see part one, but how much does the neighbors' activities interfere with you quiet enjoyment of your property. The more it does the more you have a case for nuisance.
