not Sandberg (he's in the Hall)
not Vidro
not Castillo
not Alomar
not Tony Phillips
not Julio Cruz
not Ralph Young
not Luis Alicea
not Julio Cruz
not Durham
not shinnick (American Association doesn't count).
and it really is the 1990s.

It's not Alomar, the only time he had less than 100 hits he only scored 18 runs.
I came up with:
1999 Tony Phillips 99 hits, 76 runs, but only 66 out of 106 games at 2B
1980 Julio Cruz 88 hits, 66 runs 115 games at 2B
1919 Ralph Young 96 hits, 63 runs, 120 games at 2B
1997 Luis Alicea 98 hits, 59 runs, 105 games as 2B
Edit:
OK I'm guessing you going with the 1890's. In that case I'll go with Tim Shinnick - 98 hits, 79 runs in 120 games at 2B.
Edit(2):
Sweet would led me to Lou Whitaker but he wasn't a switch hitter. He did score 67 runs in 1994 with 97 hits
.

Sweet is that the hint? Then I guess Sweet Lou Whiticker. Except he hit only from the left side and I can't imagine him getting less then 100 hits.
