If my neighbour owes me money for heating oil and won't pay?

because he wants a receipt from the company that supplies me with oil, is a receipt from *me* sufficient?. We share an oil tank. I pay for the oil and then he pays me for his (metered) usage. Does he have the right to have a receipt from the Oil Company? I don't think we can both claim home-business expenses on this same invoice nor do I think he has a business relationship with the company. I live in the UK and would appreciate some help here. Thanks

Update:

Maybe I should mention I have now cut off his oil supply. I feel really mean about this - I designed his business letterhead, entered the email addresses of all his clients onto an email address book and printed off a whole course's paperwork for him. Now he won't pay his bill.

    call the Oil company and see what they do when there is a shared tank
