Need College Assistance (applying to college)?

First, I'm from NY, taking full IB course (going for the IB diploma), have a 3.78 GPA and want to major in Nuclear Engineering w/ at least a Masters.

I honestly don't have a clue on what college to apply. I was first thinking of applying to PennState (within the top 10 graduate school for Nuclear Engineering, and due to the close proximity), undertaking ~4 years of study, getting a bachelors in mechanical engineering, and going to graduate school of PennState for my masters in nuclear.

However, now, I find this stupid. I'm from NY, and PennState is a state university, and I find paying ~$20,000 b/c I'm out of state for a state university in a state right next to NY a stupid idea.

What exactly should I do? I really have no clue... What college should I think about applying to (preferably within state), and can I get a bachelors in mech. engineering w/o going to graduate school, and what type of school can I go with my "rating"? So clueless...

Update:

Haven't taken the SAT yet; going to take it this coming June. Most likely, going to get around 2000 (+/- 100). Don't really have much of an extracurricular activity...

It's not that I want to go to PennState; I want to go to a better school then PennState, but I honestly don't know what's within my range. I do want to end up at PennState for graduate school, because they are within the top 10 Nuc. Eng. graduate schools, and PennState is the closest out of the other 9 colleges.

The reason why college doesn't matter is that Nuclear Engineering is probably a graduate school topic, and will not be covered at all in college, so its wasteful/useless for me to go to a Nuc. Eng. college, especially if its PennState b/c of the reasons I listed before.

    If you really want ot go to Penn State, apply there. There is a such thing as financial aid. I went to a private college that is supposed to be $41,000 for next year and I got enough to bring my tuition down to about $13,000. So miracles can be done if you apply for financial aid (fill out the FAFSA too. Even if you don't think it'll help you, your colleges will look at it and use it to detirmine your financial need and how much financial aid you can get from them).

    What's your SAT score? What are your extra circ.?

    Tour the schools and talk with the professors - find out the place where you would feel most comfortable.

    Are you a girl? A minority? You'll most likely have MANY scholarships if you are.

    I would find the place that feels best and has a program that best suits what you're looking for. You could get a mech. engineering degree literally anywhere and a Master's degree from nearly anywhere as well.

    However, one step at a time. Focus on the BA right now.

    Go to a state school. Paying out of state tuition is rediculous unless you really think it will pay off in the end.
