Does anyone know how to send email and picture messages with the Samsung f700?

To set up e-mail, you first need to make sure you have a data connection. You'll need two profiles; one for regular WAP internet access, and one for MMS picture messaging.

This is different for every cell provider, but the information is easy to find online. T-Mobile has made it really easy with their online configurator (http://tmobileuspublic.wdsglobal.com/) which sends the configuration settings right to your device via a text message which will automatically configure the settings. Otherwise try doing a Google search for the name of your provider (AT&T Wireless/T-Mobile/Fido etc + APN (for internet) or "MMS Settings" for picture messaging.

On the phone go to Settings > 8. Network Settings > 4. Connections, and hit the left menu button along the bottom of the screen. Choose 2. Create, and enter the settings you found on Google for APN. Repeat this for the MMS settings. You should now have two new connections listed.

After you create new MMS connection, go to Messaging > 11. Settings > MMS > 3. MMS Profiles, and select the option you just created. Now you can send MMS messages to other cell phones.

For E-mail, you can go to Messaging > 11. Settings > 3. Email > 5. Mailbox setup wizard, which will walk you through the steps for setting up your e-mail message...
