Talk to the neighbors.
If possible go over there at (or after) midnight.

You can usually call the local police station and they can advise you if a neighborhood is safe.
www.zilpy.com has rental market data which includes crime rates. No active listings, but you could check out neighborhood crime rating.

One way might be to see if the neighbors have bars on their windows. You also might try contacting the police department and see if they can tell you what the crime rate is in that neighborhood.
