Adobe Reader is only a PDF viewer, You can't make PDF using Reader. You can do it using Adobe Photoshop, OpenOffice, or any PDF converter software.

Use Adobe Reader only to VIEW PDFs not to create them!
To create PDFs without going bankrupt wih Adobe Acrobat, try a "PDF Printer" like CutePDF or PDFill PDF Writer. They are all free!

Use Foxit PDF Editor To Create New PDF File.
Or Use PDF Printer To Print Any Document as PDF

Adobe reader can't creat pdf files. You need adobe acrobat professional with distiller

PDF - Portable Docuemtn Format. You can make pdf files through pdf converters from word, excel or anywhere. There are softwares like 'primopdf' which helps you to convert any kind of file to pdf format by using print option. Its very easy and user friendly. Scanned documents are also stored in pdf format.
