Jesus came to say that God the Father is Love, not wrath.

When men perceive something as God's wrath, it is usually the results of bad choices they have made during their life. Also, it could be because they are growing spiritually from a comfortable, stagnant place to one of deeper walk with God.

As we can tell from history God gives nations time to repent and change there ways. Instead, they provoke Him to wrath and He's left with only the inevitable. As far as the nation being "angry" first, I'd prefer to say "idolatrous". Man serving his own pleasures and his heart yearning nothing but evil all the time. Then God's wrath. Remember, He's slow to anger.
