Why do I have to keep answering this question is this day and age?
The default body plan in humans is female. Males must be made. At about 8 weeks into gestation the Y chromosome of the male that contains the sex determining region ( SRY ) releases a hormonal cascade that completes the construction of proto-male genitalia and closes the female potential. ( No SRY region and female, regardless of chromosomes ) Natural selection is blinded to this trait that does not impede reproductive advantage.

easy answer: why not?
Men have nipples because both men and women, are separated by just one chromosome, which means that we are all alike till hormones set in, and by that time everything has formed. (to some extent)

because the sex of a human being is not determined later in the pregnancy and by that point the nipples have already developed
