    I do not think the state can be taken into account as every state

    other than major cities many do not speak or even understand

    English. But among the cities, I think Mumbai, Bangalore,

    Chennai and Hyderabad are very fluent.

    People who can speak fluent english are present everywhere in India....but the Southern states are known for it
