my facial hari is not a complete structure. is looks a diasaste when it grow. is there a way to grow hair follicles.

You cannot "grow" hair follicles, you either have them or don't. But if you wish to grow more facial hair, you could probably take hormone pills. You should speak to a doctor about this.
Keep in mind, hormone pills are likely to change your behavior a little...for better or worse.

try exfoliating your skin more often, sometimes hair follicles get plugged....
