I am assuming you are talking about plants that are visible and in good shape all winter, not perennials that disappear in winter and reappear in spring. You could plant: Siberian, German, Louisiana and Japanese Iris, Helleborus (for the earliest blooms in the garden!), azalea, rhododendron. Oak leaf hydrangea will give you three season interest and it is a prolific bloomer. The flower pannicles stay on the plant, turning chocolate brown during the winter, and the bark peels, adding interest to your winter landscape. These plants should get you started.
