Can a private or government agency find out about one's bank accounts?

Just by knowing the social security number of a person, can they find out the accounts and balances related to that number? How?

Update:

I'm referring to the checking, saving etc accounts. Not the credit cards and loans.

    It's called a credit report. All your accounts are on there.
