When I went to SF a lot on weekends I would park at the Jack London Square Garage in Oakland and take the Blue and Gold ferry across to Pier 39.

There is no such thing as cheep parking is San Fran.. but probably by the wharf. My mother and I drove up there from santa cruz to visit some friends and we found reasonable parking near the wharf about 20 a day.

Chinatown for sure- Fisherman's Wharf parking can be outrageous... that is if you can find a garage that's not already full.
Try the underground garage at Portsmouth Square. It does fill up early on the weekends- try to get there before 11:00am.

Nothing cheap by the wharf, but for Chinatown, the Sutter/Stockton garage is the best deal in town.
