Should the War Powers Act be repealed in November?

Should Congress take responsiblity for the war during the "Lame Duck" period of the current President? Then in January the new President ask for the War Powers Act be provided to him or her with their vision of Afghanistan, Iraq, and Bosnia?

Thanks for the responses. I believe the WPA was just a way to delegate authority to a scapegoat. In the gamble by the Congress the Dems. won, the Reps. lost, and they all blame the scapegoat. What most Americans dont realize is that in leadership you can delegate authority not responsibility. Congress has been hiding behind a shroud of ignorance of the American public throughout this war. They are still responsible for the Presidents use of Congressional powers provided him during his two terms.

    Well, I agree with your general take--the War Powers Act must be revised in the light of the abuses of the Bush administration.

    But that's not how things work in Washington. An attempt to really fix the flaws in the WPA in November will just get vetoed by Bush (where have we heard thatbefore!).

    Here's what needs to happen (and I think will happen, incidentally). An investigation/committee study of the issue will start with the inauguration of the new President. After examining the issue (a lot more carefully than the drafters fo the original WPA studied it, I hope) a revised law will go before Congress, pass, and be signed by the new President.

    No, they voted for the authorization of the use of force and they would be intimately involved if another such situation were to occur
