It will either be short to earth, or at 12v,

My guess its short to earth,

Easy to try, just short it to earth, if that fails, try it on 12v

Stick that wire that's supposed to be to the handbrake to the metalwork of the car, ie earth it, but check it's not looking for a 12v feed
