What is the best way to get a .gif image onto photo-quality paper, for a wallet-size picture?

Could part of the question be getting .gif to .jpeg?

    Don't convert it to anything. Every time you convert, you lose some data. GIFs only have 256 colors, but converting the photo to JPG does not magically make more colors appear. So don't do that.

    If the photo is high enough resolution, just print it from Windows straight onto the paper. There isn't much of a trick..

    Is the picture reasonably high resolution?

    .gif is usually better for animations for optimal viewing, you can save 2 copies on your computer and convert one to .jpg or .jpeg and print it out. Photos are mainly in .jpg formatting.
