WEB DESIGN HELP... Need program suggestions....?

Hi. would like to know what web design programs people have used and felt were easy to use and under 100.00

I have a friend who designs web pages, and uses Adobe's Dreamweaver but that is way out of my price range.

I need something for the Web design Novice that is not too expensive.

    I know its expensive but you will save money if you buy dreamweaver now, you will want to use it in the future. Ok well there are tons of online web editors that are free and I will list the website below.
