It means turn the crankshaft so that the #1 piston is at top dead center on the combustion stroke! There's a combustion stroke and an exhaust stroke. Remove the spark plug #1, have someone turn crank w/ pull bar. while they do that, place your finger lightly into hole. when you feel you finger being pushed out, that's the combustion stroke. TDC means the highest point at which the piston is able to travel before going back down.

TDC means "Top Dead Center", which refers to the position of the piston in the cylinder, not the ignition key.
Remove a spark plug and "bump" the engine with the starter until the piston is at it's highest point in the cylinder. Having something (a pencil or similar) resting on the top of the piston will indicate when the piston is at top dead center.

It refers to turning the engine till one of the cylinders is at the top. (Top dead center) You do that when you're adjusting valves, installing a cam or messing with ignition timing.
