Seatbelt Ticket Quotas?

Every year, the federal government (NHTSC) hands out millions of dollars in grants to city police departments all over the country. And in return, those departments must meet a minimum quota of seatbelt violation tickets during the last two weeks of May and the first two weeks of June. Any department that does not meet the quota, does not qualify for those millions of dollars in federal grants. Now, tell me again how the police do not have quotas. And, if seatbelts are such a great idea, why does the federal government have to BRIBE local police into writing tickets to force citizens to use them?

Every year. This is nothing new. The ANNUAL national click it or ticket campaign. Local cops are required to write tickets for seatbelt violations during this campaign. Since the federal govt has not jurisdiction over the local departments, grants (bribes) are the only way to encourage the local departments to get involved.

Thank you, Trooper 3316. The officers sign up for the overtime pay. The same ones who do not enforce it year around. So seatbelts are such a great idea that the federal govt has to bribe the local police to write more tickets.

    No, that is not a quota, it is simply strict enforcement. There is no minimum number of tickets required, they are simply advocating a zero-tolerance enforcement.

    This also has nothing to do with eligibility for future grants. It is a voluntary program. Officers sign up because they are paid the overtime rate, and it is easy money.

    It takes time and therefore money to write tickets to people. There isnt a lot of money made from a seat belt ticket, compared to a speeding ticket. As with any job employees have a tendency to let the little things go especially if there isnt much money/recognition to gain. This neglecting of enforcing the safety laws has lead to bad and dangerous habits in drivers. I suppose they are trying to rectify that. With all the bad drivers out there seat belts help save the city time & money by them not having to come out & wash your bits off the the road. If people wore them without being ticketed there wouldnt have to be any "quotas".
