What exactly does "seating half delegates" mean?

On the Drudge Report today, the breaking news story referred to a YouTube video in which Bill Clinton said to "seat half the delegates". I don't understand what this is all about, and why it is so important. Could someone explain it to me? Thanks!!

    Means rolling over and pissing on yourself like a scared puppy.

    It means that each delegate will only have 1/2 a vote so if there are 100 delegates only 50 votes will be cast for those 100 because they being counted at half

    It means that half of the total delegates votes will count in the primary election

    I think the simplest way to explain it is; they only are counting half the votes.

    It means that the party that wants every vote to count...just does not want the ones for Hillary to count.....at least not count fully....TYPICAL HYPOCRITES
