I've been to every one of them, and Rio is the best choice (take a side trip to Iguassu Falls; it usually doesn't cost much more on your air ticket).
If you have the budget for it, stay at the Copacabana Palace Hotel. I have never seen a hotel with a more perfect pool area. It's fantastic, and the pool is so inviting. It reminds me of all those 1930s movies where everyone lived a fairy tale existence of elegant black tie parties.
Time just seems to stand still there. You will be amazingly relaxed... and if you want more excitement, just walk across the street to the beach.
The Annex part of the hotel, ironically, is the best. Instead of being just an addition to the original building, it is much better. All the rooms have nice, big terraces, and half face the pool.
Copacabana beach isn't as perfect as Ipanema, but that's a small consideration. The Copacabana Palace Hotel is like an oasis. It's perfection. If I start wanting to see Ipanema, it's not such a long walk, and while walking there I'm just improving my tan, so it's a win-win situation.
