Reducing rational expressions???

sigh. i'm not quite getting this. plz help.

How do I reduce a rational expression?? How do I find the restrictions??

For example...........

x^2+6x+8

________

x^2-16

or if the equation is like this:

(x+3)(x+1)

________

(x+1)(x-4)

    1) (x+4)(x+2) / (x-4)(x+4) = x=2 / x-4; x not = 4 since the den. = 0

    2) x=3 / x+4; x not = -4 since den. =0
