ditch the scat they are brackish and need more salt than any of those fish could handel
otherwise just get more penguin tetras and you should be good if this is a 30 or so gallon tank
and what fish do you mean by algea eaters?
also that 'finger fish' you mention is more commonly called a mono (specifically monodactylus argentus) another brackish fish.. both of these fish will eventually nead near is not completely marine water... i'm telling you.. long-term this tank is doomed
remove the mono and scat before it's too late
p.s both the scat and mono are schooling fish and should be kept with at least 2 others in a tank no smaller than a 75 as both get up to and around a foot in length

scat's fine if it can handle the fresh freshwater. i would get 3 more peguins. i more angel.
tiger barbs are a lot of fun and are a blast. i have 9 in a 10gal with two 4" -two 2 1/2" tinfoils. great mix. i used to have almost thirty(55gal) until i sold them to a breeder
