I've found the best way to find out who's doing signings outside the track is to walk around the day/night of the Nationwide races and look at the trailers. If the driver is doing a signing, they will most likely have it posted at their souvenir trailer, usually on a white board or chalkboard. Some drivers you need to have tickets for to get an autograph though, some don't.

I attend races every year and they do announce it or if you go by a hauler they will have a sign up. I don't know of a site that tells you who, when and where at all.
I have many autographs. My two favorites are on each end of the racing stick....Dale Sr. and Morgan Shepard.
Dale Sr. for the very obvious reasons and Morgan because this guy is the sweetest man and I give him so much credit for perservering.

i know that kurt busch always appears and signs autographs for the fans on raceday at his merchandise haulers. beyond that, the track sites themselves usually give that kind of information not long before the race there, once they know who will be doing it for sure. and finally, team and official driver sites often have when and where the drivers will be making appearances.
