Would learning C/C++ help with understanding how to master PHP/Javascript or SQL?

I have a layman friend who has tampered with HTML and has mastered it. He has attempted self-study of the other formats mentioned above for website development and wonders where to go from there?

No. Structured Query languange and javascript are totally different from c++. C++ is outdated anyway. If he wants to waste his time he could learn it, but java is the way to go these days.

Well, that is almost like me. I started by learning C++ and drifted away into web development. I currently use HTML with some php and javascript where needed. I also design in Photoshop. I used a few books from the library and amazon. I also have found a few internet sites to be extremely helpful:

    codeave.com

    phpfreaks.com

    w3schools.com

    Good Luck to your friend!

HTML is ridiculously easy compared to C++.

Java and Javascript were programmed from C++ so there are a lot of similarities. Java is ultimately a simplified version of C++.

The programming book I first read to get into it went BASIC, Java then C++. This is probably the way to go as BASIC is like simplified Java and Java is like simplified C++. A lot of things are simialr between the 3 languages.

Tell him to study programming first (Wirth's "Algorithms + Data Structures = Programs" is a good start). HTML is markup, not programming. C is difficult enough if he understands programming - if he doesn't he'll never master it. PHP is trivial to learn. Javascript is a little more difficult. Once he learns programming. SQL is a totally different beast.
