Use it! Unless your driving something Italian, a little moiture won't give you too much grief. If your worried about moisture throw in some dry-gas with it. It's not a bad idea to do that every now and then anyway. I've started and ran cars that have sat outside for 2 years before. Not a big deal.

Unless the fuel was treated with something like Stabil the gas is probably bad. After about 6 months gas will start to break down and collect moisture. I wouldn't take the chance of using it.

I use old gas in my lawn mower, or mix it with new gas and use it in my boat. If you pour it out carefully, the water should remain at the bottom and you don't want to use that, take it to a recycle center for hazardous waste.

Depends. Was it in a sealed container? If so, I'd go ahead and use it. Eight months isn't that long. If not, most jurisdictions will have a household hazardous waste recycling center. Check with your local sanitation department. I'm sure they can direct you to the appropriate location.
