I've never liked the "separate sovereign" doctrine, but yes, it applies. It means that Vick can be tried twice and convicted twice in state and federal court, respectively.
Personally, I think this is a crap law. It makes sense that if someone is tried for murdering an American tourist in Germany that he could be tried for murder in the U.S. and Germany. However, if someone is always living in the U.S., that person could always be potentially tried by a state and the federal system. It doesn't create any comfort for the public to know that it is a separate sovereign. There is a state superior court in San Francisco and there is a federal district court down the street, for example. How is that a separate sovereign?

I hope that evil mental retard mike vick gets nailed good and proper ! I hope he gets prison time , and loses every cent he has ! He deserves it !
