First off id report the person in question to the police, they may be able to stop the person by just having a quick chat with him.
If that fails to work, you may need to see a solicitor in order for them to make an application to the court to grant a restraining order.

Can't say for sure in UK, but I'm sure it's similar to US. You could contact your local adult abuse office (domestic violence offices usually handle restraining orders) or your local court clerk. You can also contact your local police dept, they'll tell you where to go.
