Mind and the thoughts contained in it is meant for functionality only, that is, application to utility, to execute the purpose oriented activity. An empty mind gets filled with non-utilitarian thoughts and is cut off from reality and hence can cause havoc! Empty mind filled with God, of course becomes the workshop for His work through nus, an ideal situation.

Why is it said-An empty mind is a devils workshop?
Isnt it Gods workshop?
"Now the purpose of the commandment is love from a pure heart, from a good conscience, and from sincere faith, from which some, having strayed, have turned aside to idle talk, desiring to be teachers of the law, understanding neither what they say nor the things which they affirm" (I Timothy 1:5-7).

There are some passages in the bible that would require some careful consideration. However, we do find some clues in the Vedic teachings.
"The living entity is by nature pleasure-seeking, ananda-maya. Now we are suffering because we are falsely seeking pleasure on the material platform and as a result we are becoming entangled in the painful complexities of material existence."
SB 11.2.37
The soul is naturally pleasure seeking, but in this material tabernacle the soul makes incorrect assumptions in regards to sources of pleasure.
"Everyone is forced to act helplessly according to the qualities he has acquired from the modes of material nature; therefore no one can refrain from doing something, not even for a moment."
Bhagavad Gita As It Is 3.5
And, we are have to keep busy. It is the nature of the soul to be always active. Even when we sleep there is activity of a sort with the heart beating and sometimes dreaming.
The soul is asleep and experiencing dreams that are sometimes good and sometimes not so good. The true nature of the soul is all godly. When the soul is fully revived there is all godliness. In the mean time, we have to make ourselves to think, speak and act godly. We must make ourselves to engage in devotional work, devotional study, and devotional meditations. Otherwise, we may get caught up in some temporal dream, a temporal reality, which may be good or not so good. The devil is of the temporal reality. Therefore, when we say "devil" we are not just referring to simply evil such as torture, wrongful incarceration, wrongful death, horror and so forth. When we mention the "devil" we are also simply referring to being bewildered by the temporal instead of being on the eternal all-good, all-godly, spiritual platform of existence.

That statement was surely made by someone who had never ever tried to empty his mind.May be by someone who didn't know what to do and so thought his mind was empty. It is not so easy to really empty your mind. Try doing it. Either you end up sleeping or get into deep meditation. Neither of those stages are devil's workshop. Sleep is a necessity and meditation leads to everything positive.

This is how terrorists are produced. They have empty mind which makes devil out of them. Those who are in spiritually happiest state do not have an empty mind. They have a mind that constantly meditates for the good of mankind. Terrorists are neither mindless nor fools. They have empty mind which is intelligent enough to create a disaster like 9/11 in which they caused maximum damage with minimum cost. Fools can't do that. They are intelligent and have mind but it is empty. They cannot think of any constructive, useful work which can benefit humanity. In other words, they have an inhuman mind, devilish mind.

It depends upon whose mind it is and how evolved that mind is. The aim of meditation is to empty the mind from useless thoughts and then know your real self. Empty mind of a highly evolved person is bliss, whereas an empty mind of a mad man can be a devil's workshop.

It's "An idle mind is the devil's workshop" because when we have nothing to keep our mind occupied we conjure up all sorts of thoughts that can scare us or make us crazy.
Keeping your mind active can deflect these thoughts.
It's okay to take a break, just not so long it's starts to hinder you.

Whoever said, "An empty mind is a devils workshop" never sat through a church service.

Oh! Perhaps, it was 'devil's workshop'. At his house, at least the 'devil' would insist on other's 'waiting' upon him, while he would be just a couch potato! I feel a sense of gratitude, for the 'additional' details! There is a lot of distinction about the spiritual sense of 'empty mind' and the common way of looking at it! Japanese people refer to it as 'an empty mind' when they are looking for the best of candidates for recruitment. And this qualification takes precedence over experience, and academic parameters! The bulk of the country men at Japan are very familiar with meditative practices, the best of them, being 'initiated' by the most popular faith there, called 'Buddhism" Coming to the distinction, we can even substitute the word 'empty' with a 'silent' mind, so as to leave the popular saying intact and untouched! Please try to see, if our mind can really become empty (silent)? If so, please believe me, we would be clamouring to 'seek' even a benevolent glance from such a person, leave alone seeking to answer or put questions on a forum such as this! When we withdraw our activities on the outside, and try to reduce the inputs through sense organs, we can feel the increased activity of the mind. This increased activity tends to bring to the forefront, our most immediate apprehensions, fears, and all such negative emotions. When there is a surge of such negative emotions, it is a cake walk for that proverbial devil to divert us off the track from productive , pro-active, and life-positive activities! But when we attempt a state of spiritual emptying of the mind, it is always under the alert supervision of a compassionate Master, who is more than aware of such consequences, and so would prepare us for atleast a week before attempting to initiate us into such practice! Please see, can a hyper-active mind ever be able to focus properly on an intricate complex problem? High profile professionals do not churn out any physical-effort-oriented output. And they know too well, how precious a relatively silent mind is , at least, to be able to dextrously solve a problem. They call such a state of mind as their 'quality-time'! There is that illusion that a lazy-good-for-nothing-fellow too does not happen to apply his mind at all. Then, is he also not an empty/silent mind? Well, what about his level of awareness, and alertness? Spirituality attempts to keep the mind relatively empty/silent, and yet razor-sharp-levels of alertness! Such state is a dynamic state of non-doing, or silence. Yes, it is very difficult to accept this proposition, but it would be sad to dismiss it summarily without some conscious effort to look at it with a relatively open mind, to at least say, 'Let me see, if it is really true!' No big effort of running about is needed. One has to just sit quiet within too!

the saying is "idle hands are the devil's workshop".
And it is said because if we just sit around on our rear end, satan will try to use the boredom and wasted energy for his ends.
