If it is restricted (as in China) it can affect demographics: Infant mortality among female babies is suspiciously high where you are restricted to one child: the knock-on effect being an imbalance in the proportion of male and females in the society.

Birth is for increasing the population, death to prevent over population, fertility is the % of individuals in reproductive age, if you have a population with a lot of old organisms and a few young, the growth in it will be low. Now migration is necesary to add more genes to the genetic pool of the population if migration does not ocurr there's a lot of inbreeding between closely related individuals and recesive traits start appearing, such as diseases or malformations, so the population decreases, so the higger the rate of migration is the stronger the population gets.

Birth rate is a curious problem. Too many people born means crowded cities and demands on health care and so on. But too few born also has ramifications as to the vitality of a country. Look at China with it's country getting more westernized and population growing. The interesting question is will we in the US be a lesser country in status because of slower birth rates and lesser folks. The "think tanks" in our country I'm sure are looking at the future of our world as one society shrinks and another expands.
The bottom line is that population growth is a complex matter. Sure slower popualtion growth has positives but the bigger question is what happens if the US is bypassed many times over by other societies. Does that make us open to slipping in our productivity and status?

if young people are having children then old people aren't dying meaning that mothers could be grandmothers at 36 thus new born not replacing the dead just adding

people are dying every second but more people are being born faster that the death rate. But if people are born slower, then the death rate will rise and there will be less people.
Hope you understand!
