Car ignition/Emergency Brake issue?
So, when i turn the car on(Toyota Corolla 98'), it runs fine, but....the Brake light will stay on, even if the emergency break lever is down, and then when i let go of the emergency break lever the car turns off all of a sudden...........why?! what can it be?!
also, i looked under the hood, and something seems shaky....when the car is running
but the car only turns off when the emergency break lever is let go of

For some reason your E-brake and the ignition circuit have crossed paths. This is what we call a short circuit. Some how the wires have crossed and the result is no ignition. I would be looking at the possibility of a bad E-brake warning switch. This would take a bit to figure out but it does not sound all that bad. A good electrician should have an answer for you in no time. In the interim of then and now, pull the fuse for the E-brake circuit and you should be able to drive it.

There is no connection between the ignition system and the parking brake. So I couldn't venture a guess. It does sound like an electrical problem though, that your mechanic is going to have to sort out. Good luck with it, and let us know what he found out.
