How much should I tip commissary (grocery) baggers?

I've shopped through the Commissary as an Army wife for 6 years now. But I've always wondered what an appropriate tip is? I usually give $1 for every $25 I spend. Is this fair or overly generous?

Update:

By the way, I usually spend between $100-$125 every 2 weeks (average tip between $4-$5).

    Rather than by how much I spent, I usually consider how many bags I have and if they did a decent job bagging.

    I usually tip around $3 unless it's a big order (holidays, graduation party, family BBQ, etc) and then I would up it to $5 or $7.

    FYI for Someone: Baggers at military commissaries are not employees of the commissary - they work for tips only. Most are teenagers that have a parent in the military, military spouses, and retirees.

    Here in Okinawa, you're not required to tip but I usually give 1 or 2 dollars. It is fair but if it is less than $25 or so, then it's overly generous or not even necessary.
