Any citizen can ship to an FFL holder, but you must have a signed copy of his FFL for your records and you can only ship to the exact person and address as printed on the license.
I suggest having a copy of his FFL to include in the box with the firearm as well.
Also, the UPS Store will NOT take a firearm to ship. The company that runs the UPS Store is not UPS. You must find an actual UPS station and take the gun there.
I never ship 'ground', always at the longest 3-day delivery, take out insurance, make sure it is "Adult Signature Required" and get a email confirmation tracking number.

Do you really need to ship to an FFL? Most FFL dealers have a preference - UPS, DHL, FedEx, - for business to business rates - and will tell you exactly how they want them shipped, packaged, and what level of insurance to use.
You can legally ship long guns - rifles and shotguns - from you to any member of your family, or repair facility, in the USA with the US Postal Service. Pistols and anything with state or federal restrictions need to be shipped with a commercial carrier and there are very few restrictions on this methoud.
My personal preference is to avoid the postal service and always go UPS for firearms simply because they have a much better tracking system and accountability.
Hope this helps.

Legally and by UPS policy rifles can be shipped directly to FFLs
You have to let them know what it is and they may tell you that UPS doesn't allow it
Go tot he main hub in your area and you will have less problems

From one FFL to another only. Legally that is.
