Basically you have to be positioned after the person who is the big blind and you have to double the big blind before cards are dealt. That makes you the new big blind, meaning you have the option of raising last.
So lets say blinds are $1/$2, you are sitting in the position after the big blind. Right now you will be the first to bet, the big blind will be last to bet. If you choose to straddle, you put down $4 to straddle, now you become the last to bet for that round.
