Get an immigration lawyer. Pay a consultation fee and they can tell you how much everything is going to cost. Lawyers charge differently. And every case is diffrent so no one on here could really tell you how long it could take.

You need to file an I-130 petition for him. But if he was here illegal for more than 180 days he is subject to what they call the 10 year bar. He can file a waiver (I-601) along with a lot of supporting documents and some sort of explanation, but he needs to show that the US citizen will suffer EXTREME hardship. This may or may not be approved.. This are very difficult to get approved and you will most likely need an attorney. This is the part that is expensive. If he had some sort of visa or permit to be here, then it will be a breeze. Good luck

What was his status while he was in the US? Was he here illegally, on an employment visa, student visa, what? You say he left by himself, but was it because his visa was about to expire, or....???
And what is your status? Are you a US citizen?
IF you are a US citizen, and IF he never violated any immigration laws (visa overstay or anything), you need to file for a spousal visa. And you need to prove you have sufficient income and assets to support him and guarantee a $30,000 bond. Since you are not living together, you will have difficulty proving a valid marriage, and it will take a couple of years. You can plan on spending several thousands of dollars getting him through the immigration process, plus and addtional $5000-10,000 is quite typical for legal fees for immigration attorneys.

Maybe after your husband had established a domicile and have a reputable work in the USA you can request him to petition you.
