I suspect the wiper switch, Is it loose? does it feel worn or sticky?
The switch commonly wears out due to age, and use, motors usually fail and will not work or will not shut off correctly, in my experience it usually the switch.

Go to the Dodge Dealership and ask if there is a TSB on the wiper switch or motor. Intermittent problems are very hard to diagnose and costly. There may be a Technical Service Bulletin out on the problem....Good luck

Possible water and conductive junk material in the wiper module's connction to the wiring harness. Inspect and clean.
