Are you using treats. Try starting with soft surfaces and slowly move to harder surfaces such as dirt or something like that. For some dogs it is uncomfortable. Pushing down on her butt makes her want to push back so it is unlikely that she will learn to sit that way. Try using treats and do it with something she really loves to eat.

The cement might be painful on her legs. Mine don't really like to sit on concrete, and I really don't want them to.Do you have that problem on other surfaces?
