it was pointed out that through this format we couldf not communicate with overseas participants --- why ! ??

All YA sites with English speaking communities have their Q&A set by default to "all English questions". On the front page, right underneath the list of categories, this might be changed to questions from your own country only. In reality you have many foreign visitors on YA who are registered in other countries - as long as they speak English, they can participate on YA. What you may be talking about is the fact that you can't participate in a YA country if you don't speak their language - well that is due to the fact that no such country has enough staff members speaking all foreign languages. With that in mind - it would be impossible to controll what's being posted. Btw - I'm a German user...

As long as you communicate in English, anyone who use English site will see your questions and answers.

No, that is not entirely correct. If you want information from your own country, eg, prices, law, where to buy etc, you should use your own countries page. If it's about computers it does not matter so much. Understand now?
