The person who has been harmed needs to file a criminal complaint, naming the suspect and giving names of witnesses and all proof available. Unfortunately, depending on where you are, the cops may see these a nuisances and not a "credible" threat to someone's safety. If that's the case, you will have a hard time getting a detective to take the case and get the woman arrested. If you run into that problem, you might try filing a civil complaint - but realistically, that is only a piece of paper. Still, if the woman violates a restraining order, it's going to be up to the police to arrest her. Once she's in the system, it sounds like they will be able to see she needs to evaluated for mental stability.

Harassment charges need to be filed against this person by each person that has been affected by her. The girl involved in the smoke incident needs to press criminal charges against her. Ask around, I'm sure she has done similar things to others and encourage them to file charges as well. After pressing charges with the police, immediately place a restraining order/order of protection against her to keep her away and to stop ALL communication. Maintain a diary of dates and exact times all of these events take place. When it goes to court, you will have documentation as evidence. Also, try to contact a family member of hers. Sounds like she has some serious issues. Maybe they can shed some light on the situation and get her some help. Best wishes to you.

The people who are being harassed need to file charges. You can't really do anything, except contact Child Protective Services about the book burning thing.

you will not get arrested, yet you will get fined if police and firefighters would desire to happen. (occasion: attempting to leap off a bridge or construction yet not doing it). So do not do it till you're confident you're gonna stick to with the aid of.

You have to file a police report. If you don't have enough evidence, hire a private investigator.
