Walking on leash - or not!!?

We have 2 pups. One is 7 mths and has always been great on the leash, but our newest addition hates it. He just sits there and won't move, even when his fav treats are on offer. Even when we just leave the leash on, without us at the end of it, he won't move. Help!!

    Leash is a must. He will get used to the leash in time. When he goes outside to play, keep him on a leash, even if you are going to stay inside while he plays, just tie the leash to something and be sure to put water there for him. He will know that when you are with him and you take the leash, he will be able to explore the place, which will make him see that being on the leash is fun.
