What do you think about the "Low pants laws" being passed in some communities?

Some communities are passing laws that levy fines for showing more than three inches of underwear. Is this a racial issue? Or is it a community standards issue?

    I think it's a community standards issue.

Being 'proud' of your pants hanging low is a sign that you were in jail. There they take your belt away.

I think that's ridiculous. People should be able to wear their clothes as they wish. I think it is neither a racial or community standards issue, but rather a personal freedom issue. It could however be a law designed to deal with another issue indirectly, as you hint at in your question (i.e. racial).

Just out of curiosity, where are these communities? Can you back up this claim that such laws are being passed?
