Relief pitching wasnt as specialized in the late 1900's as it is now so save totals aren't as high as they are today. Pitchers like Gossage, Sutter, Eckersley, and Fingers weren't brought in to pitch just one inning and it was not uncommon for them to pitch 2 or more innings. They earned the right to be in the HOF because they were the dominant closers of their era.
Smith's glove earned him induction more than his bat while Sandberg was one of the finest secondbasemen of his era.
Carter benefitted from the NYC hype machine and was a decent catcher but Puckett is one of the most undeserving players ever to be inducted into the HOF.

All of these listed players were either among the best that ever played their position or were outstanding pitchers of their era.
