Do bench warrants (traffic) expire? If not, why does the arlington tx warrant list go back only to 1999?
I was browsing the warrant listings for the city of arlington and noticed they're "complete" listing doesn't have anything older than 1999. Now i doubt they had every warrant older than 1999 paid so i'm wondering if there is a reason why there are no warrants older than that displayed. It's supposed to be a "complete" list.

Depends on their definition of complete. Probably 1999 is when that particular municipality went digital. Some states/jurisdictions have an amnesty program for low level warrants to help clear up the system and generate revenue.

Warrants older than 1999 may have all been satisfied. Some were paid, some were executed, some were deleted because the charges were dropped or the subject died, etc.
Or Charles could be right.
