Are there any villains similar to the Joker in that they're always planning two steps ahead of the good guys?

I don't actually think the Joker DOES plan two steps ahead. I think that it's because he DOESN'T plan out what he'll do that he's such a threatening, unpredictable villain. Batman can't defeat him because he never knows what the Joker will do next because the Joker HIMSELF doesn't know. The Joker is really just like a mad dog who acts on his psychotic whims, which is what makes him so scary and threatening. Even if there's an overall plan he just does what he wants.
