Why didn't the Bush administration consider freeing the Burmese from tyranny?

Bush administration attacked Afghanistan and Iraq to "free" people and for world peace! How come Burma was never on Bush's list. Is it because they don't have Oil?

Update:

I have no intention of passing blames, I'm seeking serious answers.

Gustooch my friend, Iraq didn't attack USA and the dispute was political without real threats, not even to "Israel".

It's because they are under Chinese umbrella

And such thing as "freeing" countries from internal dictactors doesn't exist. War is ALWAYS a matter of money.
